Can a 0-13 kg seat be installed facing forward?

No, because of the infant’s delicate cervical spine could be permanently damaged by a sudden jerk. During a traffic incident or even braking, major stress acts on the child's cervical segment for reasons including the proportions of the weight of the head to the rest of the child's body (the head is about ¼ of the whole weight). The rear-facing position is much better and safer for the cervical segment because almost all the energy is absorbed by the child’s back, which reduces the risk of complications.
